Vultures.

When a man thinks he's found his former torturer, a part of a sadist group called the Vultures, he questions himself. Is this the man who tortured me or is he innocent? A police officer, sworn to enact justice in the line of duty, learns of the kidnapping and must stop the men at work. All the while, a man searches for his missing brother and will do anything it takes to find him.
